my brain hurts

Another bill signed into law at the same time as the torture bill was H.R.5122.

I don't really understand the implications of this myself, because reading through it all made my eyes begin to glaze over, and the actual text of the bill had me slipping into a coma at my keyboard. The relevant part is so deeply buried and next to the high-priority "Section 1077. Increased hunting and fishing opportunities for members of the Armed Forces, retired members, and disabled veterans."

Where you can search for the bill itself at the useful Library of Congress site Bill number H.R.5122 the relevant section is Section 1076. I suggest doing a page search for it, because the numbering system seems a little weird.

They have drawn this conclusion:
